Hard to tell from pics, and perhaps a few discractions in the fields, maybe 62/63.

Due to the carbon spot on the obverse and discoloration on the reverse,
I'm thinking MS62.
My first thought was finally an actual small date (we see a lot that are not).
The loop of the '9' is not aiming at the bottom of the '7', the 'E'and 'T'are weak, the '7' appears high.
Possibly the downward slash of the 7 isn't as blocky and flairs at the bottom?
What are you seeing Thad?

Its definitely a small date. The 9 is turned inwards and the 970 are level at the top. You can't always go by "weak liberty" some strikes are stronger than others and some large dates have weak a weak liberty.
