I have never found one either, but is that section of the coin lower, even, or higher than normal
Hard to tell from the picture, but it looks a bit lower.

Higher. Looking at the pic I can see how it makes it look lower. Its higher than the bottom of the bust.

I personally have never found or seen one on a zinc
before. It runs all the way to the outer edge of the rim also.
The reverse shows the weakness area just opposite of it.
It is a mint punched coin.
