The countermark seems to say
WILLIAM BROWN & SON 2/8

It's on a very worn 1891 Queen Victoria bun penny that was probably cleaned with acid before being counterstamped.

Does that mean 2 shillings 8 pence ?
It's rather an odd amount and odder that it's on a penny (1/32 of the value stamped).

There are lots of possible businesses that this might apply to.

Have you seen this countermark before and do you know more, please ?

The countermark is doubled but the coin design isn't, so I don't think that counts as DDO.

Sorry, I can't answer either of your main questions. FWIW, I think this countermarked coin was oxidized nearly black by age and exposure, then more recently crudely cleaned in a way that only rubbed the black off the raised areas. Give the style of the 2 and the blackness of the countermark, I'd guess that the countermark is almost as old as the coin. I also find it odd that the 2 is doublestruck but the 8 isn't. Clearly, the digits were struck independently of the text, suggesting they may be part of a series.

A factory token of some kind but not related to the Wm. Brown of Liverpool (he had a daughter but no son). So this could have been anywhere (I would guess) in England c.1890s.

Pertinax, where are you based (or where did you obtain the coin)? Could narrow the area down a bit.

There was a Wm Brown & son from Salford.

The Regent Theatre of Varieties, Salford was built by William Brown and Son, of Salford in 1895 and designed by the renowned Theatre Architect Frank Matcham.

About 2/3rds down this page.

thai-vic,
I'm in southern Scotland but that means little; its previous owner might have been born locally or moved here or may have bought it on ebay.

I see lots of holed or engraved 19th century American coins but it doesn't mean they were holed here.
