Odd Raised Metal On 1918-S Quarter...

Been trying to figure out what caused it.
It's on the left panel, about 2 mm long.
first, I thought it was a nick or a scratch, but as you can see on the pictures, it's raised. And too flowingly shaped to be a scratch.

any ideas what would cause this? Been looking at lots of other 1918-S's, but can't find any with the similar feature.

Stuff like this requires extraordinary magnification and clarity of imaging to be definitive, but I'm inclined to agree with Buddy.
