The bottom picture is the obverse, with a bearded portrait facing right; rotate it 90 degrees clockwise. The portrait is of a Spanish king, but I don't know which one - the only bit of the obverse legend I can read is "HIS.REX".

I can't say I've seen the reverse pattern before, though. It might be Spanish Netherlands?

Haven't found perfect match, but it's probably Philip II or III for Naples.

Saw this on another forum, this is likely a jeton of Philip III, as it does not match any coin design.
