Die is a die chip.

Looks like a piece of metal was somehow put into the die to produce this variety.

Actually part of the die broke/crumbled off and not the missing area makes a raise area on coin struck from that point on with this die. If it were extra metal, then the area would be incuse.(Pressed in)

Most likely something hard got between the die and a planchet on an earlier strike.
That "dented" the die.
Subsequent strikes then displayed the "dent" as a small raised blob.
If I'm correct there should be more around.

They usually start off as a crack, then the die starts chipping away. eventually to go rim to rim and an area breaks away and then falls off until it becomes a Cud. Here is one that hasn't fallen off yet.

IMO, they are usually isolated abnormalities and are unconnected to any die crack.

This would be the case with many of the modern 21st century dime obverses and also BIE wheat cents. Essentially, this is the same type of die imperfection as the BIE cents.

I'd keep both coins and note the anomaly on the cent. The nickel has been counter stamped. It's a novelty piece. Some people collect those, but I don't know that they have very much value. It could be a little more valuable if you can research what that symbol means or why the coin was counter stamped.

For what it's worth value-wise, I recently sold 8 miscellaneous counter-stamped cents on ebay for $2.80 total (for all 8):
