Thank you all for your thoughts. I was looking for some agreement that the coin is a specimen strike. Only one person seems to agree with that.

I don't think it's a SP, although I'm not very confident with SP and PL identification.

I know that SP back in that day was mirror "black/white" like. But this looks like it can be that. Why is it a circulation coin ? just wondering.
