I agree, cleaned.
And NOT by dipping.
Hence a grade means nothing.

Why do I think it's been cleaned?
The "open" areas are light in color but the areas close to and between the devices are dark.

How?
Hard to tell but possibly by an eraser.

Why not by dipping?
If dipped ALL areas of the coin would be the same color.

Looks like it spent some time in the ground and someone has rubbed the surfaces in an attempt to remove the porosity. The result is a details coin - environmental damage/ cleaned.

check the field between ITED and the face, evidence of abrasions where it was cleaned.

F details. halos around devices and washed out surfaces are hints as well as the discoloration of the surfaces particularly the obverse. hope that helps
