Need better pic of the obv along with a picture of the edge reading if possible.

I agree. It's post-strike damage. It was ground down or filed in some manner.

Hmmm, Alright thank you! was just curious because the cuts in the back of the quarter are in a perfect circle about .5cm from the edge of the coin.

Definitely ground down...if there was a rim on the obverse then things would be interesting...
