I sell all over the world and have not had any problems to date. Just make sure the buyers knows and agrees to the postage and make sure any paypal payments clear before you send. The USPS will not allow registered/recorded delivery to some countries. Also check on customs restrictions if applicable.
I forgot the most important part always e-mail the buyer a copy of the Post office receipt when you ship the item it goes a long way towards protecting you if the item is "lost" in transit.

on USPS I selected 1st class then clicked "add extra service". It said Registered Mail is $10.15
I am assuming that since it offered it there that it should be OK
I also forgot to ask how I check on conversion rates thru paypal.

Paypal UK lets me pay in USD if I want as does Paypal Singapore I would assume that the same is true for most of the countries Paypal operates in. I have always received payment in USD from all my customers unless I asked for something else.

If you accept Paypal for this transaction, you will not be covered by the Seller Protection. This means that your buyer could get the item and still file a claim with Paypal that they never received it and you will not be able to stop them from charging the funds back. Paypal does not care if you have a signature to prove delivery, you will lose because you didn't follow their rules and only ship to a US confirmed address. Your other options are money order in US dollars or Bidpay. Bidpay has been very picky about who they will allow use their service. Of the last 4 transactions we had pending, only one was allowed to go through. This is because they have Seller Protection also.
With the shipping price that you are looking at, I'd see if you can ship flat-rate Priority to Slovenia. The flat rate is only $11.00 but you have to use their flat rate mailer. (This is free at the post office). I would not send it registered. Your shipping cost would be over $20 and you run a good chance of a negative feedback for that.

Thanks for the help so far Flat rate for a 1 pound box says $37.00 Potential Buyer has 100% feedback and has never left a negative for someone. quote: I believe when paying by PayPal you receive money in the exact currency (that is US$, because the item has price in US$). My credit card (not PayPal) company charges me in euro.
I think there is some type of conversion fee correct?

Paypal does not charge you or the buyer any conversion fees. That will be done by the credit card company. Paypal just charges the amount paid in the transaction currency. Of course, for those who get paid in a currency that it's not their countries currency, when you want to transfer money from paypal, if a conversion to your currency is to be made, it will be done at paypal's conversion rate, which will get paypal some money.

No, you won't have any extra fees. You get your payment in USD and paypal will charge you the usual fees, nothing else. I do think paypal's fees vary depending on the country of the people who buys / pay you and yours, but there are no conversion fees whatsoever.
An account's currency is only relevant when you want to withdraw money to your bank account.
