This one struck me as rather odd. The high points on the obverse are flat. I would think PMD, but the flatness is localized to only the highest points.

The back is somewhat similar with all of the high points generally flat. there also appears to be metal flow lines around the majority of the reverse of the coin.

I suppose it could be a worn coin, but if it is worn, it is wearing very unevenly and not in a typical manner - in my opinion.

My first thought: the reverse was laying on a hard surface (maybe a concrete slab) and a rotary sander/polisher was used on Roosevelt's ear.

Another possibilities.
It was struck VERY early in a press run while the Mint workers were trying to get the setup correct.
They might not have had the dies coming close enough to render a complete strike.

OR

The planchet might have been unusually thin.
Weighing it should confirm/deny this guess.

PMD. The coin was abraded on both sides removing metal and giving the circular marks.

I'm with Fuzzy. The circular pattern of the scratches is telling.
