I think they are referring to the swirl mark (for lack of term) beside the 100 and above the serial number.

Judging from his other listings, he's not a coin dealer so it appears he's just trying to make a quick buck. ($1,400 bucks)

This looks like something added and if he does not think so let him pay to have it graded by a good grading company.

Think I found it trying to upload it...well cant get it to upload but searched google and found it under photoshop swashes almost perfectly identical to image on the bill.. Just make it and drop the bill into a printer and bingo mystery mark
