Looks like an unusual struck through error. Seems to have left a pattern, but not sure of what? There is also a double clash area below the Memorial base that you can see in the second image.

Very cool coin. I wonder if the weakness of the E in EPU might be attributed to lack of even pressure due to the strike through...
