Underweight at 25.84 grams so yes, I'm sure it's not genuine however, it sounds like silver on the drop test. I shared this coin awhile back on the CCF. Thoughts.

It looks exactly like the Chinese replicas, but the rotation is strange. None of mine are like this. But if this sort of thing can happen at the mint then it can certainly happen at a much lesser "facility".

This one's not bad, but the telltales are there for the more-astute observer. "18" in the date. "R's" on the reverse rounded at bottom front, instead of flat - particularly visible in DOLLAR. Thick-to-thin ratio off on obverse lettering, particularly in the "U's" and the serifs. The vertical gouge in the hair, above the first right star. Apparent "wear" inconsistent across the coin - for the level of wear on the breast and neck, the wings and largest wreath leaves should show more involvement. Same goes for the relationships between the cotton bolls, leaves, lower hair and contrasting upper hair.
