The only way to tell is to post clear pictures of your coin; also one showing the edge compared to a normal quarter.
I'm sure the experts will chime in on this and give you a good answer.

 The quarter on the left is a 2007. My quarter weighs 2.99 grams.

Obverse and reverse is that clad in the rim?

That coin is not real. Washington quarters do not have denticles on either the obverse or reverse... and the color is definitely off. Quarters minted in 1954 are made of silver...

 There's the reverse. No clad visible with my 30x hand magnifier, but I do see what you mean in the photo. I might try a photo under a different light. I know this is supposed to be a silver coin with no clad. It was found in family member estate, but we're not coin collectors.

Interesting. Looks even thinner than dime stock. Coin also looks smaller in diameter than a normal quarter. I think it is an actual quarter.

Looks acid dipped to me. The marks on the rim are could be where the acid flowed up from the reeding making that area stand up on the obverse. Note the overall circumference is reduced as well.

I agree with Coop. It looks like it was subjected to an acid bath.

Thanks for your comments. I had to look up dentrils, and they look more like something to do with the rim. Could it have been pressed inward somehow? Your're right...it is a smidge smaller. I put it under different light and next to a silver quarter for comparison.

Also the stock for dimes and nickels during that time are not close to your weight of 2.99
