from everything I have read on grading (and I'm certainly no expert) a scratch doesn't affect the overal grade of the coin but would be noted in the details....
For me the luster looks so different between the fields and the details that I would put this at EF-AU

NGC and PCGS a scratch will give a coin the detail or genuine label which is a coins kiss of death.

So best not to have it graded but list as EF-AU with the scratch noted? I'm more to the AU side, but I would like to hear some more opinions. Thanks for your help on this one!!

I don't think that any TPG would treat that as a scratch.

 completely! I have seen worse "bag marks" in ICCS/CCCS/NGC.

looks like a nice solid AU 55 and the scratch is minor.. I would bet no seen without magnification
