They are both late Roman bronzes (LRB) the first one appears to be the emperor Arcadius. I can tell what the second one is though.

Arcadius did not have any of these SECVRITAS REIPVBLICAE types. The Emperor is Valens and it is from Thessalonica.

Yeup, thats Valens. Second one seems a bit too far gone...probably a SECVRITAS REIPVBLICAE type, perhaps Theodosius based solely on how small the letters are in the obverse legend, but thats meer conjecture. Its from between Gratian's time and the start of Theodosius II's reign - I dont think much more could be said of it.

If I had to guess I'd say the second one might be a Constantius FEL TEMP REPARATIO with a phoenix standing on a globe. This is normally an AE-3 and this flange looks smaller than that, but the thin faint figure on the reverse does seem to resemble a phoenix.
