1983 Lincoln Penny With Possible Error

I recently found this 1983 penny that appears to have a issue on the obverse side. It appears to have a inner rim that appears just under the outer rim in the upper right corner of the coin. It appears to be stamped under the text "God We Trust" Has any seen this before?

I believe that is due to Die Deterioration.

That is Die Deterioration. Common on the 1980's Zincolns. It does get worse in the dies life. so much that the center of the devices a hidden.
