I'd have to say XF on this one. the head and breasts are too defined to be limited to VF imho...and the devices are rounded out, not flat like on most VF examples/

it could sit right in an EF40 slab and rightfully so. the obverse is very strong compared to anything you're showing in the photo-grade shots. The reverse might be a tad bit weaker than the obverse.
