1991 D LMC Unplated Planchet?

It still has some cartwheel luster. Unplated? Partial Plating? PMD?

Both looks like plated cents. The one on the left looks like the plating has faded. If it were missing the plating, the fields would be smooth. Note the area under the last "A" On AMERICA. See the waves in that area? That is plating. The one on the right looks like a keeper! MS-64 and even higher maybe a 66? Put that one in a 2X2 or flip to keep him nice.

I see luster present also. It's definitely not dull. Looks very possible, but I haven't researched these much. Good luck!

That's how I see it too Coop. I wonder what would cause the plating to fade though? Examples I've seen of PMD stripped coatings show a coin without any luster, and this one still cartwheels in hand.

I've seen that before. Swimming pool coin, in the pool for over 6 months I think it might be a reaction with chlorine.
