Price really jumps at XF 40 but why as the mintage is not like a 1921 Peace or Mercury at 1.94 million.. is it because it's the only 1928 for the series?

Price for higher grade early walkers is due to the availability of the grade. you can find worn examples in most every date but high grades are difficult to find.

A traditional standard for VF is a complete outline for the breastplate but that is usually relaxed for Walkers dated before 1934. I'd agree with VF-30 details, with cleaning likely based on the overly-bright look. I can't tell from your photos whether hairlines from abrasive cleaning are present. For comparison, here is my 1920-S Walker which at one time was graded EF-40 by PCI. It is now in an NGC holder, graded VF-35.
