I bought a Maple leaf today, and the change was 7 cents. He gave me the Maple, and a 1964 proof nickel and penny, along with a proof 1959 penny. I mean these things are perfect, I compared them to my cellophane proof flat packs and they are as shinny if not shinier and nicer than the flat packs! It's as if he cut open a proof set to give me this change. I'm pretty happy.
Do you find it odd that a coin dealer gave me this change?

You walked in on a robbery!! The real coin dealer was tied up laying on the floor behind the counter. Your first clue should have been that the poser gave you proof coins for change!

The guy at my coin shop says he gets so many mint and proof sets in that he can't sell, that sometimes he just breaks them apart and spends them.

I know a couple LCS's that do this. They keep a boatload of "junk" coins like Ike's, SBA's, clad Kennedy's, worn wheat cents, dateless or low end Buffalo nickels, etc. to give out as change.

One LCS here routinely gives worn silver certificates and old (50s) notes for change. So a few proof cents and nickels dont surprise me. For some dealers it would cost thm more to 2x2 the coin, inventory it and have it take up space than they could make on it.
I n the long run they make more from repeat business drven by handing out stuff like that. Smart business move.

Agree with the post above me; it was most likely purposely done to make his coin shop a more memorable experience for you.

Too bad the change wasn't 91 cents. You could have gotten an entire proof set.

The downside to this positive for the collector is that the dealer paid face to the little old lady who's husband had died or the curator of the estate who threw them in for face and most likely took a major hit on the rest of the package deal. While everyone has to make a buck if a dealer can;t sell a pre 1964 proof cent for more than 50 cents or a proof nickel for less than a doller need to get on ebay and aside from the Union dues 13% in fees they will still clear all of their losses from local sales.

A coin dealer I know in the UK gives pre-1997 commemorative £2 coins in change, and another once gave me some small change in BU 1971 pennies. I think sometimes they are just overstocked on modern legal tender coins, and they are also doing collectors a favour and encouraging them to come back.
