I saw this blank dollar planchet graded MS-62 by PCGS.

My question is, how do you grade a blank? Is it by the number of marks on the blank? It certainly can't be by strike!

I assume it is based off of the luster it has? It could also be about how many hits it has taken. I really don't know, either.

I had this exact same discussion with one of the major error dealers at ANA2014 and he has no clue either. He had a bunch certified and some came back at both grades.

My view: it's certainly MS something so the nicer ones get 62s and the rest 60s. At least that's my guess

If it is MS by luster and marks. Even a planchet has its own form of luster and like a struck coin more contact marks would mean a lower MS grade.

Planchets can also graded when less than MS by loss of luster at the center and on the top ridge of the upset rim. As the planchet receives more wear the luster loss in the center will get larger and the top of the ridge will become flat with a color change just like on the high points on coins. Edges on the conact marks will also become worn and rounded etc.

Mike Diamond recently wrote an article about the TPG grading of error coins for Coin World. The gist of the article was the same as non error coins, buy the coin and not the grade.
