Judging from the size differential, I would say you are correct. A much more valuable error than an off struck.

IMO it's an uncentered broadstrike.

You are right. This is a broadstrike and for the price of an off center you did well.

Just curious here, what's the difference between a broadstrike and an off center? Is it just struck really hard, forcing more metal outwards?

Both a broadstrike and off centered strike are struck out of the collar. The difference is a broadstrike has the full design still on the coin. Broadstrikes are designated by centered and uncentered where the uncentered broadstrike still has the full design but is offset (not centered) on the coin. An off centered strike has design missing.

Thanks pyrbob, I thought my explanation of off center was a bit off after rereading my response to the question. My thinking went off in another direction for some reason.
If retained by the collar I believe would make a MAD misaligned die, which is not the case with the 2000 coin in question. Thanks, Doug.

Notice the large stretch of metal between the unstruck portion of the planchet, and the design.Likely, if the pressure of this strike weren't so great, or the die clearance not too small, this would have been an off center strike. Because the metal stretched so much due to the force of the strike, it became a broadstrike error, IMO.

The second image is actually a rather nice illustration of what we're talking about, since the 1983 comparison coin is an off-center strike.
