I am still trying to learn this stuff so bear with me. On RPM's, what is the difference between tilted and rotated. Obviously I understand by definition the difference, but I do know how to apply this to RPM's. I cannot seem to see the difference in the pics. Second question, does the CW or CCW refer to the top mm? Thanks!

CW or CCW refers to rotated mintmarks, ie the axis of rotation is the center or the mintmark. This normally results in top and bottom serifs showing equal or near equal splits. It can result in normal over horizontal, or even normal over reversed / inverted mintmarks in the extremes.

Tilted refers to an axis that is not the center of the mintmark, so the two are not concentric. The result is that the mintmarks are often coincident on one of the serifs but show separation on the other. Sometimes these are not referred to a tilted even though they actually are, if there is separation on both serifs in the same direction. In that case they are usually listed as the general direction of the misalignment.

The rotated examples look like the tilted, but there is a mark in the center of the mint mark that shows a rounded mark:

Note the arrow.
