PCGS XF-45? Seems Very Generous - Seated Quarter

This particular coin is being discussed on a few message boards and I thought I would open up the discussion here too.

I realize that the TPGs often grade key date coins with a bit more leniency then they do the common dates BUT I cannot understand how they graded this 1860-S Seated quarter as a XF-45.

It can be argued that it has a weak strike, and that might be true but still I don't see this coin as XF. It also has a lot of distracting marks too that I'd think would further diminish its chances of getting into XF plastic.

Is this indeed a weak strike and is its grade justified in your opinion?

Looks VF Details at best to me. However, When you factor that heritage might have submitted it, I'm surprised they didnt give them an ms65 lol

VF at best, cleaned..and not lightly.

I have a bigger problem with the images than anything. It sold on Heritage last winter with MUCH better images: http://coins.ha.com/itm/seated-quar...085410854375

Still looks cleaned and over-graded but not like the ebay images that make it appear to be a dog.

That's definitely wear, not strike.

PCGS botched this one.
VF25 details/cleaned.

I like how Heritage called it "Frosty" as a selling point.

Think they should have used "Dull" instead?

Well, it may be technically VF25, but value is contingent on what people will pay for it... Unfortunately, some people still do not know to buy the coin and not the holder, so they will bid xf price for the coin... thus, making it in effect an XF coin.

VF-Cleaned haha. I see this problem (Generous Grade + Details coin in Problem-free slab) a lot more with Seated quarters than with any other series. Especially the 1853.

If Heritage or a big dealer submits a coin to a TPG it will receive a better grade than if any of us do it.

I can't see any cleaning but would need to see more images or the coin in person. There appears to be some dirt that could be removed with solvent. The surfaces of the coin have more small marks than one would like to see normally. The stars are weak, likely strike. Frosty? I doubt it but again would need to see the coin in person. Grade? based on wear a higher VF but overall with all the contact marks an average VF: Vermontensium mentioned VF 25, I concur or perhaps VF 30. From the Heritage images the very best grade would never be EF 45. Just my Two Cents worth. It is a disservice to the coin market to have that nice rare coin over-graded. Too bad

That's a mistake in the holder and not worth Choice XF money (even if technically it was an XF).
