The (re)toning in the recesses immediately adjacent to the devices is suggestive of a past dipping. It's a semi-key date, though, and I don't see any obvious high point wear that ought to preclude an MS grade, which makes the asking price fairly attractive. If the luster is any better than it appears in the photos, which is possible, then it might be a steal.

It's not conclusively clear that a coin has been dipped until it's been so badly overdipped that no other explanation is possible. The only way to tell is the signs coins sometimes show when recovering from a dip. The fresh, raw surfaces can pick up toning far faster than normal in a propagation - particularly where stuff starts and the directions it grows - that tells a lot to people who have seen a few of them. The color of the stuff surrounding the eagle isn't evidence because the white balance isn't trustworthy but it sure doesn't look like "crud." It looks like what a coin recovering from a dip might tone like, and it kinda looks like some of that toning has been removed since. Double whammy. Buying this one is the numismatic equivalent of adopting a random stray. Honorable and useful, but it's still a stray.
