That is die wear. Unlike the die wear we see today on the edges facing the rim, this doubling is seen on the opposite side of the devices. I've seen this before on several year in the teens and twenties.

As on this example the die wear can be seen on the tops of the 9 in the same direction.

Worn Die,S-Mint does this in the 30's a bunch. 1935-S its bad lots of examples in the year.
