Yes.

I bought it from Fred some years ago, 'on faith'. He sold it as a Partial Collar and, even though you can't tell it by looking, I took his word for it.

Think I should crack it out someday?

It is best left in the holder. It is graded by a reputable company and it will keep finger prints and damage from the surface of the coin. Best to leave it there. Fred was probably the one who submitted it.

The current ANACS slabs aren't "edgeview" like NGC or PCGS.

Crack it, or send it to PCGS/NGC. If you can't appreciate it for what it is, why not just buy a normal 1911 V nickel?
