I'm guessing but because the size of the doubling is smaller , as in doesn't stand as tall as the other devices, that is is not true doubling. Since it is towards the rim I would assume it is from vlds. I am assuming vlds because there looks to be a lot of die flow and on vlds die flow is towards the rim like it is on your coin. This is a guess from me because I'm still newish and starting to get the hang of some errors.

yes I should have turned it around. how do you know which way the die flows? does the doubling have to be as wide as the devices?

It looks like MD around the devices exacerbated by die state. Slop and age.

During the coining process, the material essentially liquefies and flows. In some of the VLDS coins you can see flow turbulence where the fields have irregular patterns and striations. On some coins, you can see the material flow patterns going around the outer devices (mottos, etc.). Given that, it looks like the flow goes from the middle to the rim where the collar retains the material.

Die flow moves from the devices toward the rim. (outward to nearest rim) What direction is this anomoly? Toward the rim. So it is die deterioration/wear on those devices.

Here is an example from the cents:
Wisconsin-Quarter-DDR-?
These images help to see it progress.
The image image just shows the edge near rim starting to round in the MDS
The second starts to show how the devices are starting get weaker. LDS
The third helps to show the breaking down toward the rim. VLDS
