Yes, but there are DDOs that have a similar appearance regarding that inner line within the loop.

Yeeeep, looks like some Die Deterioration! As rackster said, DDO's can look similar!

The date is machine damaged. Keep in mind the area first affected by die wear is the outer edges of the devices next to the rim. Then the devices get die flow that forms and reduces the shape of the devices from normal to extended. I would say this is in the LDS die state right now. It does get worse:
1964-Nickel-DD?
The devices really stretch in that direction in VLDS.
