I found this searching OBW rolls... could this be a planchet defect? or just PMD on the reverse?

It looks like a struck through. If it were PSD it would have been raised on the obverse. But that is not the case on your coin. Probably not a premium for this, but that is what it is.

I should think if those marks weren't recent, they would have the same patina as the rest of the coin.

They cam from an original OBW roll. So that eliminates a lot of doubt of PMD.
