Found this searching OBW rolls. On the reverse the second T in STATES is missing. Is this struck through? Any premium for something like this?

I agree. That device was fully blocked so none of the device could be formed in that area. On the die the devices are incuse and with the area completely filled, the device could not be filled because of the blockage.
