How to tell the difference. well it took me a little while a big key that most people don't do is looking through older posts. Do specific searches and try and see what others say. Most questions have been answered many times over. There are many things than can make a doubling g appearance. Such as die state, or Die Deterioration. Another instance is Machine Doubling. Then when you do have true doubling there are many different classes of it a real good reference is the double Eddie .com . John wexler explains all doubling and causes. When looking at Die Deterioration you'll see the doubling go from the center of devices and drift towards the rim. Best way to get familiar with how this looks is to go through posts and look at pictures. Your picture is very far away and it's hard to tell what's going on. But from this distance and detail it looks like vlds or very late die state. I'm basing this opinion on the fact that all the doubling you're seeing is floating to the rim. Also if you look you can see very strong die flow lines in the coin. Only a really old die is going to show those lines like that.

Machine Doubling reduces the size of the devices and the doubling appears as a flat shelf like device. Coop has a nice image to describe this:

On die deteriorated coins the area affected is always on the devices toward the rim.. Note on you coin that LIBERTY is toward the left? The other devices are showing this die wear toward the rim. That is the first clue that it is not a hubbing issue, but a die wear issue. Probably the Motto is showing the same thing on the right side of these letters?

So any type of texture (not sure what word best describes) in the field indicates die deterioation? I have come across a few 80's Roosevelt dimes that have a textured/popcorn look. Difficult to see in photos but I will see if I can find one to post.
