F-12, maybe F-15. Not at all a VG coin.
Maybe old cleaning, I think someone just fingered the coin and the oils made the coin appear like so.

I don't think it's been cleaned at all, it has a consistent, heavy, brown patina.

Eh, the '21 S is arguably the worst of the die strikes in the series.
Unless my 1924 S in my Dansco album that is AU is just special.
It's not a weak strike at all which quite surprised me.
