I am terrible with small Seated coinage in trying to decide if it is wear or a weak strike. I'd give her an AU53.

I'd call it AU Details - Improperly Cleaned. PCGS? AU50 or 53 is possible. It appears over-dipped rather than harshly cleaned and as such probably graded problem-free but would (should) sell at a discount price.

There's really dark crud clinging into the few areas it still reaches, and I think a mechanical cleaning would have turned the coin into a hairlines mess. Too "light" for the wear, as well. It ought to be a Details coin whether PCGS called it one or not.
