You answered you own question. The devices on the ATB Quarters on the outside ring are incuse. (raised on the die) When the dies move during the strike, it enlarges the devices. So you are correct machine damaged. Out of about 20 examples I looked at about 30% were MD. So it is very common and I hear people are getting burned on ebay with these.

Yes that one on ebay is a mild MD on the obverse USA which is raised. (classic Machine Doubling) It happens on a lot of the ATB reverses.

So what does hub doubling look like on a doubled die? Here is an example from a 2013 cent: Note first the raised devices that are doubled:        Now note what the incuse hub doubled deivces look like:    So the rule is: On devices that are raised, if they are enlarged on a coin from the die, it is hub doubling. (other conditions like coin contact can affect a single device, but the enlarging I am referring to is several of the devices) On the raised devices if they are reduced in size, they are machine damaged/doubled. On incuse devices the logic is reverse because of the devices being raised on the die. (instead of incuse like the raised devices would be). The die movement enlarges these devices and the hub doubled incuse devices are reduced in size. So just as the difference in raised and incuse devices are opposite of each other, the doubling by hubs and machine damage (doubled) are just opposite. Confusing enough? LOL

Coop, between the two of us, were taken up 20 feet of space with images!  Good thing most of my images are off-site. But I'm a big proponent of more is better in cases like this.
