I'm no expert on Canadian coins, but I agree. Looks like there are some small bubbles on the reverse above the 2 and left of the 1.

It's definitely a fake, has the wrong obverse and reverse for 1889.
"Dipping" is not considered cleaning... -from PCGS website

It has been removed apparently. It has a broken leaf stem at 4 o'clock which is a tell-tale I believe.

Unfortunately this kind of stuff seems to come and go in spurts. Hopefully, this spurt is on it's way out! It can be very damaging to our hobby as it discourages people who end up getting stung by it. Thankfully, people on this forum have the ability to identify and report it, and I personally thank you for that!

This is not one of those obvious fakes. Soon they will get so good that even experts will not be able to buy without certification or seeing the coin in hand first.

Well yes, to someone who has been collecting for years it's obvious and most people would be able to tell it was a fake if given pictures of a genuine coin to compare with. I simply meant that it is of better quality than the crap that Not Allowed sells. Think about all "oh so obvious" fakes on ebay that get bid into the hundreds of dollars by buyers who don't know any better.
