I think the LAM pealed after strike. Then folded over onto itself. May have been helped along the way to keep in place. Thanks, Doug.

I vote LAM since you can see the shape of the rim on the "extra" metal.

If it were a struck through scrap, then the weight would be slightly more than a normal coin. Lamination would be slightly less/same as normal.
