Zinc rot. The zinc beneath the copper plating is corroding causing the bubbles.
"Dipping" is not considered cleaning... -from PCGS website

Zinc rot. Plated zinc penny. Pretty common to see and no added value. Keep looking!

DBM theres no bubbles...the round stuff you see in the 9s and leaf and the rest is shallow deep , I was thinking theres a bubbles already when is struck?

I was thinking first someone punch something on it cause it is deep but the design will flatten

Call them bubbles or pits, it's still zinc rot.

i try to pinch it with stick to see it is shallow and if is a bubble it should break right?

okay it is Zinc rot... the Zinc is already rot when struck?

Usually the plating will get a break in it and the exposure to the elements will initiate the zinc rot process. Damage.

when I pinch the pit the plating did not break

Pinching a plating pit is prohibited.
