I'm not very familiar with quarter varieties. I think this is just strong MD, but maybe not?

Not the expert, but looking like possible MD or die wear on back of bust with some die wear showing in the motto.

Looks like MD to me as well. Note how the machine damage is on the edge of the bust to the bust. Flat, shelf like.
