I don't want to get into the politics of the matter, but what if some of these were out of the country, in Canada or Europe? the government would have no claim on them correct?
Supposing a coin value of $7.5 million dollars and a current price of gold of less than $1,200/oz. The government has no practical use for the coins except to melt them down to replenish Fort Knox. This is approximately the same rate of return as when they confiscate your new car because they want the valve stem caps. I find that it is quite consistent with my other views on the nature of our government, and equally predictable. But I won't tell you what I really think.

No they would still have a claim, but nothing they could do to press that claim unless they came back into the country. They tried to get the Farouk coin back from the Egyptian government when they were selling the former King's collection in 1954. When the government declined to return it the US government let it be known that if anyone bought it and tried to bring it back into the country it would be confiscated. So I'd say they were making a claim on a coin held outside the country.
