It looks like it may be coated with something, it's very shiny even in all the smallest spaces.

"Whizzing" is the mechanical manipulation of coinage metal, typically done with a wire rotary brush, for the purpose of simulating luster on a circulated or otherwise impaired coin.

In my personal opinion your coin looks like it was whizzed...
I come to this conclusion as a number of years back I submitted some nice Bust Halves & Morgan dollars for Certification, coins I purchased at Coin Shows before the Internet age...

One of the Bust Halves that I purchased as AU+ (and looked like your coin), came back "whizzed to look unc.", and others came back as " cleaned and Artificially Toned"...

Prior to this, I never knew what a whizzed coin looked like, now I will never forget...

It looks more like some varnish or lacquer was applied to the coin. If it is whizzed, you should be able to see some circular scratches in finer details.
