There are some scratches that look like they are on the case but others that are on the coin. Those appear to be from a harsh cleaning or even whizzing. Most noticable under the wings. VF details

My take on the surfaces is that it was cleaned at some point and is now retoning.

I'll go VF30 with a tad weak detail for the grade. Worn dies and/or planchet, striking issue.

First impression is a VF-30. Obverse looks 30/35 ish while the eagle appears to grade closer to 25.

VF-25 here as well. Tell us somthing about those scratches, particularly on the reverse.

I would have guessed 25, or maybe 30 but with very strong die wear.
I'd put it closer to 25, and then I saw your pic...not a bad deal.
Most of the scratches rev. look to be on the holder, not sure under the wings, perhaps file marks for planchet adjustment that were polished out.
