I don't know the design, so there's not much I can help with - but it's obvious there's a coin there that was overstruck.

Possibly what we call a flip over double strike. I wouldnt go out on a limb without being able to see the coin more closely, but it could be legit. It could also be manufactured but errors called flip over double strikes do exist.

When it happens though, more of the details are usually obliterated by the strike. That's why I have my doubts about this one.

Could be OK, but's ya takes ya chances!
