hello is this normal Red coin? I havent seen strong Red color coin, is there error in Mintmark?

Not normal. Looks like maybe it was painted at one time.

it doesn't seem painted the red color seems plated on it

I'm pretty sure it's some sort of environmental toning - I see them fairly regularly going through wheat cents.

My 1926-S has the same type of thing going on...

I think it's natural, but it's not the good kind of "red", as in MS-70 Red. In that case, red means "Full mint luster", and usually looks golden/redish.

I think this may be the "Red Plague". It is a form of corrosion that happens when Silver and Copper are close together for long periods of time, usually in a humid environment.
Maybe someone had it stored with some Silver coins at one time.
There are many different ways Copper can corrode.

I have a large cent with the same problem. Can it, should it be removed? Does it drop the value of the coin?

I would leave it alone. It is not worth altering a coin removing a layer of the surface and leave the color looking pink. I leave them alone. The only things I will work with is removing gunk around the devices with mineral oil. Best to leave the surfaces are they are. Ruin a coin and it will lower the value of the coin sometimes a lot.
