Viper, what might be required here is for another one of these to show up until then I think there will always be doubts.

Not seen this before but will be certain to look again and in the future; seems like some sort of tooling gouge but in a strange place. I even wondered about the smaller gouge above the date. I do love a mystery.

Now I see it as some kind of smearing or tooling work down into the top of that "N"and then down into the coins surface.

. You can also see a bit of a hollow following the dragging down into the cent across the whole top of that "N".

Thanks for all the answers guys! I can tell you for sure that it is not Post-mint damage. In my opinion it was either grease filled or tooling ? There has to be more out there....
