Seems like we have seen several coins like this, more or less, in the last few weeks. I am not remembering any credible explanation nor do I have one. I assume that the diameter is normal?

Mike calls these a flattened fin. Looks like a coin counter/circulation may have altered it a bit.

I do not see any way that a folded over Rim Fin can account for what appears as a second rim inside the outer rim. A counting machine simply does not leave that kind of mark, nor is it that close to the outside rim. Marks from counting machines that I have seen are consistently 2 to 4mm or more from the edge of the coin.

Edges (peripheries) can have so many things happen at the mint and afterwards. I'll be watching for any other info, too.

It seems that a stutter strike should produce a weak, sloping shoulder on the opposite face of the feature. That is not the case here. Why don't we think about a stiff collar? Check the quarter here: http://www.error-ref.com/?s=stiff+collar
