I think that's probably just die wear. It is a good, strong strike, though.

There is some doubling in letters we can see: look at top of C in America, and the crossbar of the T in Cent.

Never mind the die wear, a agree that it's caused by plating blisters. I've seen some coins where they're arranged like this.

They are die scratches N-S on the reverse. Not how they flow above and below the Memorial and inside the bays.
