The headbands feathers and shield are stronger than 25 or even 30. Imo VF35. The downside is that it does appear to be cleaned

The notable wear on the date is limiting the grade too in my opinion. VF

Thanks for all the feedback. I have it in the VF-20 to 25 range. To the few of you who say it's been cleaned, I think it may have been. It looked original to my eye when I bought it, but when I got to see it in the pics, it does have a cleaned look to it. Sometimes things look completely different in close up pics than in hand.

VF-Details. Looks like it has been cleaned @ some point. Not due to any detracting marks, but the presence of dirt in hard to clean areas (E's, O's & A's), but a lack of it in easier to reach parts of the legend (N's & T's).
Notice the "T" in STATES has a lighter color in the areas immediately surrounding it (inside the "E" & "S" as well), sure fire signs of a past cleaning.
